- Achieve & maintain a ratio of 3 units per active commissioner.

- Conduct mid-year unit reviews to assure they are on track to be a Quality Unit for the year.

- Implement “Every Unit, Every Month” in each District.

- Visit all chartered organizations at least once per year.

- If weak units are identified, a stronger unit should mentor them.

- Set additional standards to insure that new units are organized properly.

- Train Unit committees on volunteer recruitment techniques.

- Utilize and maintain the “Unit Scorecard”.

Expand District leadership to ensure effective organization.

- Every District member should have an assigned responsibility.

- Identify top priority issues & assemble PIT groups to deal with them; report findings throughout Council.

- Use evaluation forms at all activities & implement identified improvements.

- Benchmark selected programs at other Councils & plan to achieve best of class ranking.
